You can set up some shortcuts for the flags or hidden paths to blow up and change the layout as the game goes on, it's easy to stay under the limit if they are func groups

I wouldn't worry about sky terrain's detail as it's not really visible ingame, focus better on the sky

What Marvin said, you can lemming on the upper edge of a brush, solution is the following (lower step = lemming, mid/upper = good)

It works the same way with slick and other surfaceparms
