Trisoup generator?

Does anyone know of a good trisoup generator that can produce a randomly generated terrain?

If this does not exist, how would I go about making such a program?

I like something that allows you to pull all the brushed up from a single point, making a hill like terrain. For example. Say you had 10x10 of triangular brushes, you would select them all and from the centre you can move all the brushes upward to the single point creating a hill. Its hard to explain. But most model softwares such as Maya, blender and 3ds Max allow a similar option with the faces of objects. And rather that a generator I'd lie to see something that let's you decide the height and width of the brushes and the movement of them.
Hopefully this makes sense :P
And no, I dont know of any so far

I had a terrain generator at one point. Although it didn't really help at all.
