Normaly not, mostly i create a mainfolder for each map an
Then i search for a good skybox, textures...
for a big tree, you need a small axe.

It does check quite a few things, maybe you can get some ideas from it...
I certainly could use such a tool myself, its a pita to set that script up .. and I use windows.. lol.

Since that file is gone there, here a backup:
analyse_pk3s.zip
analyse_pk3s.sh - a linux shell script to check Enemy-Territory pk3's.

The script is really nice, it just needs some clever person to adapt it to have urt settings
